By default, WordPress will enable all the comments in posts, and disables comments in pages. You can also change this to disable / enable comments completely in your website. You can also monitor the comments in many ways using the options in the Settings page.
Below screenshot shows how you need the Disable comment to perform its action. Either to disable the comments everywhere in your website or only you need to disable the comments on certain post types.
